COMMUNICATIONS SPECIALIST

OBJECTIVES:

The Communication and Mobilization Specialist will, in the course of discharging his/her responsibilities, bear in mind the following objectives:
1. Raise public awareness, increase knowledge and understanding on erosion and environmental issues, and change stakeholders’ attitudes and behaviors for the adoption of erosion control measures in targeted states of Nigeria over five years.

2. Generate community ownership and participation in erosion and watershed management and livelihood activities under NEWMAP-EIB.

3. Ensure broad and participatory strategic communication application to help realize the overall project goals.

4. Assist in the implementation of strategic communication activities, geared towards the realization of the project goals.

5. Ensure a timely and smooth information flow within the Project Management Unit, and between the project and its various publics.

6. Advise and undertake activities that will enable the Nigeria Erosion and Watershed Management Project to maintain good relationship with all its stakeholders.

KEY ROLES AND RESPONSIBILITIES

1. Day-to-day communication activities (viz.: advertorials, press coverage, media relations and public/community relations) of the Project Management Unit.

2. Identify and engage an umbrella NGO on community mobilization
Design and implement a communications strategy for behavioral change for the NEWMAP-EIB project using available baseline studies on public perceptions and the communication-based assessment to achieve management objective(s).

3. Help provide communication mechanisms for linking the participating government agencies at the various levels and ensuring fluid, proactive and sustainable interaction among the various stakeholders.

4. Prepare the communications plans, timelines and budgets.

5. Generate themes and core take-away messages, and determine which communication channels would be suitable to reach each segment of the audience towards achieving behavior change.

6. Explore and develop a functional partnership between NEWMAP-EIB and key media organizations as well as some select State broadcast stations, to strengthen message delivery processes.

7. Create and manage the NEWMAP-EIB Project’s website, operate and engage good “New-Media” channels of communication such as Facebook, Twitter, Flicker, YouTube, etc.

8. Organize and coordinate periodic workshops/trainings for community and social mobilization officers and other such stakeholders on NEWMAP-EIB.

9. In collaboration with M&E officers, develop a monitoring and feedback mechanism to ensure the success of communication programs.

10. Establish partnerships and liaisons with organizations (Community Based Organizations, Civil Society Organizations and Non-Governmental Organizations).

11. Coordinate protocol activities of the PMU.

12. Disseminate information on social mobilization and sensitization activities &
Monitor the media for mentions and comments on NEWMAP-EIB and compile reports for the attention of Project Management.

OVERVIEW

NEWMAP-EIB is the European Investment Bank assisted Nigeria Climate Adaptation-Erosion and Watershed Project. Our Project Development Objective is reducing vulnerability to soil erosion in targeted sub-watersheds.
