PROJECT PROCUREMENT SPECIALIST

OBJECTIVE:

To leverage expertise in procurement and supply chain management to optimize purchasing processes, enhance cost-efficiency, and ensure the timely acquisition of high-quality goods and services. Committed to implementing strategic sourcing strategies, maintaining strong supplier relationships, and supporting organizational objectives through effective procurement practices and rigorous market analysis.

 

KEY ROLES/RESPONSIBILITIES

  • Supervise the procurement activities of the Project.
  • Ensure procurement procedures as contained in the Procurement Manual approved by the IDA are followed in all procurement activities of the project.
  • Keep adequate records of procurement activities in the SPMU.
  • Ensure that the standards and specifications of all engineering components of the project particularly the maintenance and the rehabilitation of infrastructure are implemented in accordance with relevant project procurement documents.
  • Conduct market research for all the items to be procured for the project.
  • Prepare procurement plans, and progress report for inclusion in the Financial Monitoring Report to be submitted to IDA.
  • Provide technical assistant and support to the Project Team in preparing budgets/plans.
  • Prepare bid documents, provide instructions for bidders on procedures for submission of bids, and prepare technical specification for materials to be procured.
  • Provide professional guidance to the bid evaluation committee members.
  • Follow up on contracts recommendation and award, source price quotations from suppliers, and ensure insurance cover for all imports.
  • Follow up on No Objection from IDA on all procurement activities.
  • Organise and coordinate procurement workshops and training for the SPMU.
  • Provide technical inputs into the livelihoods component through design and piloting of livelihood strategies (in partnership with local stakeholders) to expand PAP’s economic potential as entrepreneurs, producers and home-based workers etc. in the targeted communities.
  • Facilitate business management training and the development of business plans for targeted beneficiaries.
  • Facilitate grants administration.
  • Facilitate the development of community organizations (cooperatives).
  • Work with local community associations to address issues of conflicts, ineffective community participation, and other challenges.

NEWMAP-EIB is the European Investment Bank assisted Nigeria Climate Adaptation-Erosion and Watershed Project. Our Project Development Objective is reducing vulnerability to soil erosion in targeted sub-watersheds.
