Short profile

ANDA Ayuba Yalaks is a seasoned water resources and environmental management professional with over 30 years of service in Nigeria’s Federal Civil Service. He currently serves as the National Project Coordinator for the European Investment Bank–funded Nigeria Climate Adaptation — Erosion and Watershed Project (EIB) under the Federal Ministry of Environment, overseeing implementation across 23 participating states.

With academic training in Agricultural Engineering (Soil & Water) and Environmental Resources Management (MSc), and a PhD in view, Mr. Yalaks has deep technical and managerial experience in catchment and watershed planning, erosion control, flood management, hydromet instrumentation, and irrigated agriculture. He has led and contributed to major donor‑funded programmes including NEWMAP, ACReSAL, World Bank, JICA and AFD engagements, combining field engineering, policy support and community mobilization to build climate resilience.

  • Lead coordination and management of the EIB‑funded Nigeria Climate Adaptation — Erosion & Watershed Project across 23 participating states.
  • Provide strategic oversight of technical, fiduciary and safeguards activities to ensure compliance with donor and national requirements.
  • Engage federal and state stakeholders, development partners and communities to drive project delivery and sustainability.

    • Led water resources planning, farmers‑led irrigation concept development and catchment planning for 19 northern states.

    • Instrumentation of hydromet stations, development of site‑specific catchment management plans, supervision of hydrographic/bathymetry and geomorphological studies (River Benue; Kiri Dam), and Onitsha Urban Storm Water Management Master Plan.
